Referral and Assessment
The Client Information and Referral Protocol and the Comprehensive Assessment Protocol were both last reviewed in 2002. Since that time, there have been some minor modifications in both areas. As a consequence of these changes, the Central Coast Home & Community Care Development Advisory Committee provided information indicating that the two Protocols should be combined and information on Functional Screening should be included. A flowchart was also recommended.

At the same time as this review, the Commonwealth Department of Health & Ageing is reforming the Community Care Program. One aspect of that review is ensuring that clients are able to gain access to the services offered through one access point. This protocol endeavours to bring all processes together under a new project – The Central Coast Care Communication Network.

Finance Protocol - January 2001
This guide has been developed in response to agencies that have identified a major gap in the community service system when working with clients who are losing their capacity to manage their own finances but is not yet eligible to be under guardianship. There is recognition that organisations and individual workers confront major difficulties in working with these people. This document is a guide for organisations to develop individual policies and procedures for dealing with clients who have difficulty managing their own finances. Organisational documents need to address legal issues and duty of care (to both the worker and to the client) as a lack of documented good practice leaves the worker open to exploitation and the risk of being accused of financial abuse. In confronting these issues workers have become accidental money managers, which is outside their role and leads to confusion for all involved. It is acknowledged that there are differences for services who have regular payments and those who have irregular payments for everyday needs. It is also acknowledged that no matter what arises there are going to be situations where because of the client’s illness none of the suggested work practices will work; therefore services need to document all procedures that protect both the client and the workers from potential abuse. This protocol has been developed as a guide only and is designed to enable services to decide on practices/procedures that best suit the needs of their clients and their own organisational structures. What are these Guidelines? These guidelines have been developed in response to a request from the Central Coast Aged and Disability agencies who felt that there needed to be a consistent way in which their agencies required brokered services to be provided. The guidelines are prepared for agencies to be used in conjunction with the Brokerage Agreement in order to provide consistency cross the Central Coast. Agencies are reminded that they should complement these guidelines with Policies on Financial Management, Special Needs Groups, Legal Obligations and Duty of Care. The document has been developed as a guide only and is designed to enable agencies to decide on policies/procedures that best suit the needs of their clients and their own organisational structures. Do I have an obligation to use this Agreement? The Agreement was requested in the spirit of consultation and consistency, and for agencies who broker out funds there will be an opportunity to sign off on the agreement. SUMMARY OF PROCEDURES The set of procedures for the use of the Brokerage Agreement is summarised below – 1. Develop a Policy relevant to your agency. 2. Develop a Communication procedure between your agency and the agency to which funds are brokered. 3. Agencies have in place procedures covering Privacy and Confidentiality. 4. Identified changes to the document have to be communicated back to the working party.

PREFACE TO AGREEMENT This Agreement will be reviewed annually. However, the relevant Certificates of Currency on each renewal of an insurance policy must be updated annually (see Service Agreement Form II for further details) as well as updates on current contact persons and copies of updates on for example, Building Trades Licences. The law regarding Superannuation when employees are employed on a casual basis states that where an employee earns above $450 per month then the agreed superannuation payment applies.

Abuse Protocol
Abuse of vulnerable older people, adults and/or younger people with disabilities and their carers is a human rights issue. There are particular processes that need to be followed when situations of suspected or actual abuse are encountered. This document incorporates these processes when agencies/services providers encounter suspected or actual abuse.

Vulnerable older people (including those with a cognitive impairment, physical disability, sensory impairment or social isolation) and young people/adults with disabilities (including mental illness, physical disability, intellectual disability and acquired brain injury) are considered at risk, particularly if they are dependent on others for their care.

Carers are also considered victims of abuse if they experience wilful or unintentional harm caused by the person for whom they are caring.

All of these people listed above have a right to competent professional assistance, and the right to make decisions about which interventions, if any, they accept. This Protocol has been designed to provide information relevant to situations of abuse and covers clients who:

  • Live at home;
  • Are over sixteen years of age; and
  • Are frail, or have dementia, or a physical, intellectual, sensory or psychiatric disability or brain injury.
